A landmark ruling has been approved by the Vatican that allows Roman Catholic priests to bless same-sex couples as long as the blessings are not part of regular Church rituals or liturgies or given in contexts related to weddings or civil unions.
According to a document from the Vatican's doctrinal office that Pope Francis approved on Monday, such blessings would not be a sign that God welcomes everyone, but rather that they would legitimize unusual circumstances.
"The possibility of blessings for couples in irregular situations and for couples of the same sex" was supported in the document, but "this blessing should never be imparted in concurrence with the ceremonies of a civil union, and not even in connection with them" was also stated.
It said ministers ought to settle dependent upon the situation and "shouldn't forestall or disallow the Congregation's closeness to individuals in each circumstance where they could look for Lord's mercy  through a basic blessings".
The letter that Francis wrote to two conservative cardinals in October is expanded upon in the document. 

In his initial response, Francis suggested that such blessings could be given in certain situations provided that people did not mistake the ritual for the sacrament of marriage.
